They are pulling an eastbound coal train past the Harrisburg Passenger Station.

Shown here is PRR #999400, a former steam locomotive tender that has been relegated to Maintenance-of-Way service. Instead of supplying a steam locomotive with water, it's now filled with fuel oil to replenish the steam-heat boilers in GG-1 electrics ~ like #4860, idiling-away on the adjoining track.
